History of the organisation
ZARRSO was established by Zambian authors and publishers after a long preparatory period through an interim working committee. The founding members are the Book Publishers Association of Zambia (BPAZ); Zambia Women Writers Association (ZAWWA); Zambia Educational Publishing House (ZEPH); Macmillan Zambia; University of Zambia Press (UNZA Press); Visual Arts Council of Zambia (VAC); and Zambia Music Copyright Protection Society (ZAMCOPS).

The board chairperson, vice chairperson and five other members are elected from among the general membership every two years and cannot serve for two terms consecutively. Two other members are co opted being a representative of the government supervisory body and the general manager of the music collecting society

ZARRSO admits members both individually and through rights holder groups. The current membership is not fully representative of other categories eligible for membership such as journalists, visual artists and song writers.

Remarks about staff
ZARRSO is run by the Chief Executive Officer who is employed by the board. The CEO currently is in charge of employing other staff at secretariat. Presently secretariat has four other staff being an accounts and administrative officer, two licensing officers and an office assistant.

New developments / legislation
The Attorney General of Zambia recently interpreted section 21(f) which has for a long time been used by Institutions to claim their exemption from copyright reproduction licensing. In the interpretation the AG explains under what circumstances copying is considered free and rules out this to cover institutional copying by advising that the making of more than one copy in the absence of a license is an infringement. In conclusion the AG gives guidance that it is mandatory for learning institutions to obtain reproduction licenses from the Zambian reproduction rights society if such reproduction does not fall within the limits placed by the law.
New developments / court cases
ZARRSO invoked section 23 of the Copyright Act in 2019 against a private University that claimed it was exempted from licensing. The ruling of the arbitration was delivered in 2020 and it was in ZARRSO's favor. The Registrar directed that the University was not exempted from licensing and could not cancel the licensing agreement signed between the parties.
New developments / surveys and statistics
ZARRSO in 2020 embarked on an exercise to collect usage information from paid up users. The information collected will be used to understand the copying trends to influence target membership and determine possible distribution plans.

ZARRSO has continued to license new educational institutions and those already licensed have continued to renew their licenses.
Other new areas of development
ZARRSO facilitated the formation of a communal secretariat for rightsholder organisations in an effort to strengthen its mandate. ZARRSO also assisted in the formation of an academic and non fiction authors association from whom a mandated is expected to be given to ZARRSO.
