History of the organisation
The American Society for Collective Rights Licensing, Inc. (“ASCRL”), is not-for-profit tax exempt corporation that is located in Washington, D.C. ASCRL was organized under the laws of the District of Columbia, on July 7, 2015. ASCRL’s mission is to collect reprographic fees that originate in foreign countries throughout the world and to distribute them to rights owners for visual work, including illustration, photography, and other artwork.

ASCRL operates under the supervision of a volunteer Board of Directors and an Advisory Board of industry and association professionals. ASCRL is an Associate RRO Member of the International Federation of Reproduction Rights Organizations (IFRRO). ASCRL's admission to CISAC is pending as of May 2021

As a collective rights society, ASCRL’s mission is to establish agreements with sister “collecting societies” in foreign countries, that collect funds for the lawful use, in those countries, of visual art and photographic works so that the funds can be distributed to visual artist and photographer rights holders in the U.S. and for U.S. publications.

ASCRL is now actively engaged in seeking authorization for the establishment of collective licensing systems in the United States.

The Board of Directors is composed of distinguished creators, businessmen, and lawyers working as volunteers for the betterment of visual arts rights holders. The Board of Directors operates with the advice of an Advisory Board comprised of industry representatives.

The US does not have legislatively established RRO CMO models in the visual art and photography space. ASCRL is established by authors and rights owners in the United States on a voluntary non-compulsory basis, and it aspires to be compliant with EU directives governing RRO CMO operations.

ASCRL has begun initiatives for voluntary collective licensing of work in the United States. ASCRL is mandated to authorize foreign RROs and CMO's to collect and distribute in behalf of its rights owners in accordance with the laws of their respective countries.
Pilot Projects
ASCRL is working to obtain authorization for plans to initiate collective licensing for works in the United States in the Educational, Government, Library Copying, Private Copying, Private Social Media, space.

As a not-for-profit association, ASCRL's mission is to reduce administrative costs to the fullest extent possible, and to maximize distributions to ASCRL members.

Authors and rights owners may use the ASCRL platform to assign all or part of their remuneration to qualified author and rights owner organizations. This choice is the choice of the individual rights owner members.
New developments / legislation
ASCRL is monitoring US Copyright Office initiatives in mass digitization. ASCRL played an active role in the enactment of US Small Claims legislation, which was passed into law in 2020.
